Once again, it is time for the Central Heart of the Rockies Panopoulos on the Central High School campus. This year’s tournament will be held on the 17th and 18th of January.
Events – We will offer WHSAA sanctioned events. ALL events will be classified varsity. In all varsity events, we will have four preliminary rounds. Poetry and POI competitors must use a manuscript. Humor, Oratory, Drama, and Duo must be memorized. Extemporaneous will contain both international questions and national questions.
Student congress will be offered in both patterns. Please submit legislation by January 10th, 2020 to me via my email address so that I may post it to the website and that students may come prepared to debate the legislation. Please bring at least 50 copies of legislation if it is not submitted by the 1st.
Doubling: Students may double or triple at their own risk. I will instruct judges to wait up to five (5) minutes. Students doubling in extemporaneous speaking may not receive complete prep time.

Registration – This year we will use the Joy of Tournaments (JOT) website registration and software. The website is www.joyoftournaments.com
Please register early because we are limited by space and when the space is full that will be all. Tentatively registration will close at 7:00 pm on January 14th .
Drops will be allowed up to 7:00 pm on January 15th.
REGISTRATION WILL BE HELD IN THE FRONT ENTRY OF CENTRAL FROM 11:30 a.m. to 12:00 p.m.
Entry Limits: The "Heart of the Rockies" tournament will be held at the Central High Campus. We have a beautiful facility that we are very proud of. That being said, we will have to limit some events for spacial concerns. For all events, please submit all names you wish to have entered, in order of preference. Each event will have a wait list available. We will take the first person on the wait list for each team and continue down the lists until all slots are filled. We will notify you if any wait list entires have been accepted. Last year all waitlists were accepted, so don't get too worked up right off the bat.
HOPE, Duo and Drama will be limited to four (4) per school. There are 70 available slots for each event. Wait list entries will be accepted.

WE WILL BE OFFERING POLICY DEBATE THIS YEAR.
Lincoln Douglas and Public Forum will be limited to four (4) per school. There are 60 available slots for each event. Wait list entries will be accepted.
Awards – This year we are continuing a tradition of only giving one trophy out to the 1st place champion. This bowl/cup is about $90 worth and in the old tradition of Douglas H.S. we will be doing the old style of 1st place winners will be allowed to give a 1 minute acceptance speech. It will be a large very nice awards assembly.
Entry Fees – Individual events and LD entries will be assessed a $9.00 fee per event; while Duo Interpretation Teams and Public Forum Debate Teams will be assessed $18.00 per entry. Congress entries are $8.00 per competitor. Since we are limited by space, it is important to keep entries within the allotted slots.
Entry Deadlines – Final entries need to be entered on the Joy of Tournaments website by January 14th, 2020.

Judges – Many judges will be Cheyenne community members, college students, or former competitors. Coaches may be asked to judge during the course of the tournament. Due to difficulty in locating quality debate judges, we ask that teams provide one judge who can judge Lincoln-Douglas and/or Public Forum Debate entry. We are requesting that each school bring at least 2 judges. I will look at your entries to see if the number of judges that the school brings is in equal ratio to the entry size. This may also be bought out at $10.00 per required judge. The same judge may be used to fulfill multiple event requirements.
