District Congressional Debate Tournament

On behalf of the Western Ohio NSDA District Committee, it is my pleasure to cordially invite you to the 2019 Western Ohio NSDA Congressional Debate District tournament! This year's tournament will take place on Saturday, March 16. For this event, we have moved back to the Ohio Statehouse - please make a note of this change from last year.
Any Western Ohio NSDA team may send speakers to the District Congressional Debate Tournament, as long as those students are registered members of the NSDA. Registration for the tournament is free. The total number each team is permitted to register is based on your team's overall degrees and membership strength. The chart for this can be found on page 60 of the NSDA High School Unified Manual.
You may make changes to your registration on Joy of Tournaments until the end of the day on Friday, March 9. After this point, you will only be able to drop students and no chamber group changes will be permitted. In addition to completing the online registration information, teams must complete the NSDA's “District Congress Entry Form (The Green Sheet)”. Complete the form and bring it to the competition. I must have this form in hand prior to the start of competition.
Finally, all students qualified to the National Tournament in another event must sign the NSDA's letter of intent form. This can be found by clicking on the following link:
All legislation must be submitted by Wednesday, February 20, 2019. Per NSDA rules, schools may submit legislation after this deadline, but a chamber may not consider that legislation until all other legislation has been heard. Legislation should be submitted via email at firstname.lastname@example.org. Please DO NOT simply share a Google Doc without emailing it.
Legislation may be accepted, rejected, or sent back for minor formatting and content revisions. All selected legislation will be posted on the Joy of Tournaments website at least 14 days prior to the District Tournament. Those who qualify to the NSDA National Finals in Birmingham will have the opportunity to make the final selection of what legislation is submitted for the NSDA National Docket.
Please make sure your legislation follows the appropriate format.
Chamber Numbers and Qualifiers
Speakers will qualify to the NSDA National Tournament based on the number of chambers at the District Tournament. A senate chamber will qualify two speakers, and each house chamber will qualify one. The more chambers we fill, the more speakers we can send. Please send as many speakers as you can!
When you complete your School Entry Form, you will specify which students you would like to group together for chambers. Chamber selection will be conducted according to NSDA rules. However, in order to comply with NSDA requirements, individual students may be moved to account for drops and balance the numbers in each chamber.
Rules and Procedures
Please be sure to familiarize the rules of Congressional Debate prior to the District competition. In particular, please note that for the 2019 tournament the following items will go into effect:
1. We will be using Direct Questioning, as it has been common practice at tournaments all year.
2. The rules for proper use, citation, and documentation of evidence will apply (though I would encourage students to be extremely juidicous on whether or not to make an evidence-based challenge).
3. There is no internet usage allowed in chambers or during sessions. While this is not a change, it is always good to remember.

We are looking for independent judges to score the speakers. Judges' preference will determine who qualifies from each chamber.
