Dear Carver-Truman Coaches,

Greetings!  Even though the National Speech and Debate Association District Student Congress is a ways off, I wanted to give you plenty of time to begin brainstorming and working on the legislation.  So here’s a friendly reminder to start working on your paperwork. Please carefully read the instructions below.

District congress will be held this year on Friday, April 5, 2019, at Neosho High School AND supersession for the House of Representatives will take place Monday, April 8, 2019 at Webb City High School. A schedule with times is at the bottom of this letter.

Step one is to send in Legislation: so this is your official invitation to send in legislation [one per school only] for the student congress. You may send either a bill or resolution.  If you are not sure how to teach your students how to write legislation, NSDA has some excellent resources on their website.  We will debate school written legislation during the preliminary session of the House of Representatives and we will debate NSDA provided legislation (it will be released by the NSDA on March 1) during finals.  The Senate will discuss both lists of legislation.

I must receive your legislation by **February 25, 2019** in order for them to be on the agenda.  Please submit your bills by e-mail if possible.  If you are unable to e-mail, you may fax or mail your legislation, just be sure to send it in time to meet the deadline.  At that time also e-mail me an estimate of your expected numbers.

  • We hold an initial Student Congress round on Friday with our traditional setup of 3-4 Houses (depending on number of entries) and 1 Senate. At the end of the day Friday, we will break the top 4-8 (again, depending on how many houses) to a Super Session to be held the following Monday at Webb City High School.

  • Students advancing to Super Session will then speak in the Webb City evening session. The top 3-4 (based on number of prelim Houses) speakers based on the ranking system will qualify to nationals. 

  • The Senate format will remain the same from last year. They will be finished on Friday and will not need to return on Monday.
