West Texas

NFL District

The district tournament for the West Texas District will be held on February 19-20 at Bel Air HS.

Entry Requirements

Contestants must be NFL members.  Schools must have paid their NFL fees and dues for the current year.  Please refer to page 3 of the District Tournament Manual for the number of entries allowed for the district tournament and page 9 of the Student Congress Manual for the number of entries allowed for Student Congress.  In both cases, your entries will be based on the size of your school’s chapter.

Bonus Entries:

A school which enters 2 entries in each and every NFL category who actually compete may enter 2 additional entries in the tournament (not to exceed 4 entries per event.)

Double Entries:

Please refer to page 4 of the District Tournament Manual for rules concerning double entries.  “Single Entry Letters of Intent” with all appropriate signatures must be submitted with your entry to indicate which entry the contestant chooses for Nationals in the case of double qualification.

Substitutions:

Any substitute must have been previously registered on the official form in the space provided for alternates.  If the substitute is not listed, the coach must produce a letter from the principal certifying the eligibility of the substitute contestant.  No substitutions may be made after the close of the final registration on the day of the district tournament.

Registration:

Entries on the official form shall be in the hands of the District Chair (Kim Falco) 7 days before the opening of the tournament, Friday, February 12. You must submit the paper entry (with all signatures and interp sources) as well as enter through the Joy of Tournaments.  These entries may be faxed to Kim Falco (587-4094) but the originals must be presented at registration prior to competition.  All entry forms are locatedon the NFL website (under "About the NFL", "League Forms and Manuals") and the National Qualifiers Contract is located under the forms tab of this invitation.

Student Congress:

Legislation should also be submitted to Kim Falco by January 14-up to 5 pieces-either by fax or as an email attachment to krfalco@episd.org.  Congress dockets will be available by the first weekend of February.  Student Congress fees should be included in your registration check.  You may designate 1 contestant per chamber to run for Presiding Officer (we will limit candidates to no more than 4 per chamber.)  Students must participate by speaking or presiding to count as part of the qualifying numbers.

Nationals Qualifications:

We are currently in "red status" (less than 16 charter schools).  This means that we will only qualify 1 in each of the main events (Congress qualifications follow the regular qualification guidelines based on entries that compete at the tournamnet.)  Last year we had an exemption because we had increased membership by 15% from the previous year.  If we have any hope of earning that exemption again this year, please enter all NFL points that you have not yet entered and continue to do so up to the tournament. Also, any school that has not yet paid it's NFL chapter dues needs to do so ASAP.

National Qualifier Contract

This year, per a suggestion from Scott Wunn of NFL, our district will have an additional contract that will need to be signed by coaches, students and principal as part of the registration process.  It is an agreement that if the student earns a qualification, they will register with NFL for Nationals within one week of the NFL deadline or they will forfeit their qualification.  In the past few years, we have had a number of students who qualified, did noty register for nationals, and never followed the process to allow alternates to compete.  We want to be represented at Nationals by a full entry (especially if we remain in red status and can only have limited qualifications.)  This contract will be a mandatory part of the registration process.

Scripts:

The original published source of any selection used in Dramatic, Humorous, or Duo, or if the source is unavailable, a microfilm or microfiche copy, must be immediately available as well as a complete script of the cutting used.  The cutting must include:  a photocopy of every page from which any line of the source is taken, pages are to be in the order in which they are performed, all words used in the script should be highlighted, any word changes and/or additions must be indicated clearly in ink.

Oratory:

The orator’s script must be submitted by February 5.  The script should identify quoted materials, state the number of quoted words, and both the orator and the coach must attest by signature that the oration is the original work of the contestant.  The oratory must also include a works cited page in APA or MLA format.

Entry Fees:

IEs-$15.00

LD-$20.00

Public Forum-$25.00

CX-$25.00

Duo-$25.00

Congress-$15.00

All fees must be paid prior to competition.  No refunds for cancellations.

A check should be submitted-made payable to West Texas NFL-for all fees.  Please do not submit a purchase order as we will have tournament expenses to be paid during the course of the tournament.

Judges:  We would love for schools to submit names of judges that can be used to judge during the Tournament or the Congress contest.  Judges must be at least 2 years out of high school.  In an effort to keep the tournament costs down this year, we will not be paying judges this year-please only contact judges who are willing to volunteer their time.  Please submit any judges, with contact information, with your original entry.

District Student of the Year Award-  Each school may submit one graduating senior to be considered for this award.  The procedure for deciding the winner of this award and the fill-in form to be submitted by the coach is located on the NFL website-go to "About the League" and click on Forms and Manuals, then scroll to Award Applications.  This nomination must be submitted either electronically to Kim Falco at krfalco@episd.org or is due at registration.
