2017 Tennessee NSDA Congress
Dates: 4/1/2017

March 13, 2017

Tennessee NSDA District Coaches:

The TN NSDA District National Qualifying Congressional Debate will be held on April 1, 2017 at Brentwood High School, 5304 Murray Lane, Brentwood 37027.

You will need to enter your students through the Joy of Tournaments by Friday, March 24 at 6:00 PM.  Changes (adds/drops) may be made until Tuesday, March 28 at 4:00 PM.

The entry fee is $15 per student.  Make checks payable to TN NSDA.  Remember that all outstanding fees to NSDA must be paid before a team may compete in Congressional Debate.

Students and coaches will go off campus for lunch.  Please do not bring food into the cafeteria for lunch.  There will be breakfast items and snacks provided for all coaches and scorers in the teacher's lounge.

JUDGES:  Schools will not need to bring judges.  We need 9 judges for the day, and we are asking independent judges to fill these slots. An independent judge may be an alum, four years removed from a school, or a parent who may not know students other than their own children.  If you would like to submit the name of an independent judge who would be highly qualified to score congress, please submit his or her name and contact information to me as soon as possible.

From the NSDA Tournament Manual:

The number of Senate and House qualifiers is independent of all other district tournament quotas.  A district with eight (8) or more schools represented in the Senate will qualify two (2) senators to the National Senate. If fewer than eight (8) schools are represented, no Senate may be seated.  If a Senate is not seated, those students may be moved to one of the House chambers as long as the school does not exceed its alloted quota of House members.

However, a district may still conduct a House with sufficient entries. Note that the number of students in the far left column on the chart below is based on participation—speaking or presiding at least once:

House Chambers (one student per chamber qualifies to the National Congress)

16-29 entries     1 House chamber       1 qualifier to nationals

30-60 entries     2 House chambers     2 qualifiers to nationals (1 qualifier from each chamber)

61-90 entries     3 House chambers     3 qualifiers to nationals (1 qualifier from each chamber)

Each school is allowed 2 entries in the Senate.   The number of students you may enter in the House is determined by your team strength (members and degrees).  Please see the chart below:

  • When entering students in the House, schools shall determine the grouping of individual students from their schools, as long as the number of entries in each house is approximately equal (i.e., three houses 3-3-2 or two houses 4-3).
  • Placement of a school's groups into specific chambers shall be done by blind draw, but the tournament director may adjust placement of individual school groupings, so that chambers are approximately equal in size.
  • A chamber shall seat no more than 30 contestants.
  • Chamber assignments shall be given out at registration and are final.
  • At registration, alternates listed on the entry form (or alternates with a letter signed by the school principal) may be seated in the chamber replacing an absent student from the same school.
  • No changes in the District Congress entry or in those seated in the Congress may be made once a chamber has convened.

For Congressional Guidelines and rules, please see the NSDA Tournament Operations Manual.
