Dear Coaches,
The North East Indiana District Congress Tournament will be held on Saturday, February 18th at Carroll High School. (There will be a speech meet that day as well at Carroll). Please read through the following information carefully and email me (Jeff Stutzman) with any questions.
Entries due no later than February 11th, 2011 on the JOT website.
Each chapter/Affiliate may enter 2 students in the Senate. (which will be one chamber)
Each Chapter/Affiliate has additional entries in the House(s) based on chapter size. You will hopefully receive an email from me with that information.
Please remember that you must have your account paid up in full in order to compete at the congress tournament. CHECK now with NFL to ensure you don't owe any fees.
A student must be an NFL member on record at the National Office by 4 pm on Feb. 10th to be eligible to enter the Congress.
CONGRESS ENTRIES HAVE NO IMPACT ON DEBATE OR SOLO ENTRIES IN THE NFL TOURNAMENT.
Rules to remember:
(1) A student must give at least one speech to be counted in District Congress.
(2) Both the first affirmative speech and the first negative speech have 2 minute mandatory cross examination periods.
(3) Each speech is up to 3 minutes with a 1 minute cross examination period.
(4) Recency is added to the NFL speaking order.
(5) Entry form asks you to pre-assign students to House Chambers. Remember to fill
out those forms completely for 2, 3, and 4 chambers.

Presiding Officers:
(1) There is an advantage to being a presiding officer under the new rules.
(2) If you have a student interested in serving as a presiding officer, please email me his/her name(s). Remember presiding officers will be scored and ranked. If we have enough in each chamber we will rotate per hour (or piece of legislation)
National Qualification is based on judge scoring/ranking.
We need students from 8 schools to qualify Senators—less then 8 schools, NO Senator advances.
Here is what you need to bring on the day of the tournament:
1. Entry form--be sure to print out the "green registration form" from the registration page, have the students AND principal sign it and bring it with you to registration on February 19th. (FAILURE TO HAVE THE REGISTRATION FORM CORRECTLY COMPLETED AND SIGNED WILL MEAN YOUR STUDENTS WILL NOT BE ABLE TO COMPETE.)
2. Entry fee---$5.00 per student. Checks payable to North East Indiana NFL District.
3. Single letter of intent—This is required if your student has qualified for nationals at the debate tournament.
Schedule:
Final registration---8:00-8:15 am at Caroll High School.
Session I---8:30-11:45
Session II-12:30-3:45----speeches, recency, and seating charts change.
