The 11th NFL North Coast District Congressional Debate National Qualifying Tournament will be held on Saturday, February 11, 2012 at Gilmour Academy. Students must be NFL members by February 4, 2011 to participate in this tournament. Please read the information contained in this invitation carefully.
1. When is the paperwork due?
The completed registration form, verifications of membership, preference form, and entry fees are due by February 4.

Submit your registration (all of the above forms) in one of the following ways:
a) fax it to me at 216-320-8779
b) mail it to Hathaway Brown School, 19600 North Park Blvd, Shaker Heights, OH 44122 by February 4.
c) hand to me at Little Districts

Make sure to complete the back side which indicates which students you would like me to cluster together at the District Congress. Note that we will honor your groupings, but we will randomly place those groupings into houses as we have done in accordance with NFL rules the last two years.
2. What part will I probably “forget” to submit?
You must submit verification that your competitors are NFL members with your registration form. This verification can be provided by an NFL chapter list (the website page that shows who are members is fine!),
3. How many kids can we bring?

4. How many chambers will we have?
We’ll have a Senate and probably three Houses. We could have four Houses if enough students register. Two Senators and one Representative from each house qualify for Nationals.
5. Can kids who already compete at District Congress also compete at Bigs?
Yes, but please note that you will need to fill out these forms at Big Districts if you have national qualifiers who are competing there.
6. What’s the time schedule that we won’t follow?
8:15 - 8:45 AM Registration at Gilmour
9:00 AM Congress convenes
12:00ish Lunch
4:00ish Awards
Note that there must be 5 hours of floor debate
7. Is it cheaper than competing at Big Districts?
The entry fee is $9.00 per student (this price includes lunch).Fees are due by February 4.
8. How many adults must attend?
Every school should bring one judge who is qualified. The NFL has given us permission to use “school affiliated” judges, as long as we run panels of 5 instead of 3. This may mean that some schools will bring more than one judge. If you have extra judges available, please let me know.
9. Where does the District Congress get its legislation?
Each school can submit two pieces of legislation which will be debated on February 11. Legislation for the District Congress will be due by January 19 to Amy Roediger. Note that the district committee will choose the final eight pieces of legislation from those submitted for debate. Please include school name (and author, if applicable) on legislation and please make sure it conforms to NFL standards (and standards of good taste). We will vote to determine what piece of legislation goes from our district on Feb 11.
10. How will the scoring, qualification process work?
Please consult the NFL district manual for your questions. As per NFL rules, we will be using judges preference and NOT the base system.
