National Qualifying
Speech & Debate Tournament
To all NFL Member Schools of New England:
The New England District Committee invites you to attend our qualifier for the 2012 Lincoln-Life National Forensic League Speech and Debate Tournament in Indianapolis, Indiana (June 10-15th).
This year our qualifier will be hosted by:
MANCHESTER-ESSEX RHS, 36 Lincoln Street, Manchester-by-the-Sea MA.
Join us on Friday February 3rd and Saturday February 4th for competition in Policy Debate, Lincoln-Douglas Debate, Public Forum Debate, International Extemporaneous Speaking, Domestic Extemporaneous Speaking, Dramatic Interpretation, Humorous Interpretation, Duo Interpretation and Original Oratory.

We invite all members of the New England NFL to compete at the tournament, even if you do not plan to attend the national tournament. Students wishing to compete but NOT qualify should be made known to the Chair, so that qualifying slots will be awarded to alternates where necessary. It is important that we enter as many students as possible to ensure full qualification within each category. In order to qualify two in each event we need to meet the following quotas
Speech and LD - 12-37 entrants (4-11 only = 1 qualifier)
Policy, Public Forum & Duo Interp-10-29 teams (4-9 only = 1 qualifier)
The next level above the 37 and 29 figures would allow us to qualify 3 in that event. We achieved that goal in PFD in the past and it is possible for the New England District to reach the level required for 3 qualifiers in other events if each school were to maximize their individual entry limit. This is something for us to strive toward as a league.
The number of entries a school may enter is based on the school’s strength. Please consult the NFL Chapter manual for details on this system and/or visit www.nflonline.org.

- Team events (Duo, Public Forum & Policy) are only ONE entry against your quota.
- Each school may enter up to 4 in each event.

BONUS entries- A school entering two students in each and every event including debate may enter two additional students. No school may enter more than 4 students per category, including their bonus entry.
Students must be enrolled with the NFL National Office at least 7 days prior to the tournament. That deadline is January 27, 2012. Students that are not NFL members will not be able to compete. Some schools have not entered points this year. If anyone needs assistance with the on-line entry system for recording points, please contact me.
There is no double entry at the NFL National Tournament. However, the NFL does permit double entry at District Qualifiers. The New England District Committee has once again decided to offer some double-entry opportunity.
Double-entry is allowed with the following restrictions:
No double-entry between Debate events (Public Forum, Policy and L/D) but a debater can also enter an IE event.
Double-entry is allowed in IEs (IX, DX, DI, HI, Duo, OO) but a student may not enter both extemps or both DI & HI.
A student who double enters in a team event & an individual event must attend NFL Nationals in the team event if they qualify in both unless they meet the guidelines in the next sentence. If two students are entered in a team event as partners (& qualify for Nationals) and both also qualify in an individual event, these students may choose to enter the individual events at the National Tournament if pre-registered on the "Single Entry Letter of Intent" form. If two students are entered in a team debate event as partners (and qualify to Nationals) and the same partnership also qualifies in duo, these students may choose to enter ONE of the team events (as partners) at the National Tournament, if pre-registered on the “Single Entry Letter of Intent” form.
Other students who double enter in two individual events must include a “Single Entry Letter of Intent” at the time of registration indicating which event they would attend NFL Nationals in if they were to qualify in both. The letter of intent form can be found at http://www.nflonline.org/uploads/AboutNFL/dt403nt_sglentry.pdf and requires appropriate signatures. All such decisions (forms) must be received at registration or the student will need to drop from one event. If a student has already COMPETED (not just qualified) in Student Congress he or she may still enter the District Qualifier but will need to complete a letter of intent form.

Registration is OPEN NOW. Registration CLOSES at 9PM Saturday, January 28, 2012. The early registration date is absolutely necessary in order for us to prepare for the tournament.

CRITICAL - The OFFICIAL NFL entry form (a/k/a "the green sheet") must be brought to the tournament with proper signatures. This can be printed from THIS website once you enter your registration.
DEBATE TOPICS:
Policy Debate –
Resolved: The United States federal government should substantially increase its exploration and/or development of space beyond the Earth’s mesosphere.
Lincoln-Douglas Debate –
Resolved: It is morally permissible for victims to use deadly force as a deliberate response to repeated domestic violence.
Public Forum Debate –
Resolved: Birthright citizenship should be abolished in the United States.
NFL RULES WILL GOVERN ALL EVENTS. Please review the NFL website. Please bring necessary copies of scripts and oratories and read all rules pertaining to the events. THIS INCLUDES RULES ON USE OF COMPUTERS.
New England WILL use cross-examination in the final round of both Extemp categories.
Scouting - The NFL Executive Council strongly discourages debate scouting at the District Tournament.
Registration Reminder: Bring all official NFL Registration Forms with you to the tournament. It is critical that you have all of the required signatures.
