ICDA I and Novice Workshop
Dear Congressional Debate Coach:
Rolling Meadows High School would like to invite you and your debaters to an ICDA novice/varsity invitational tournament on Saturday, September 23, 2017. Varsity debaters will compete in a three-session tournament while the novices will observe and receive training during the first session and compete against other novice debaters during the second and third sessions.
PRESIDING OFFICERS: We will need varsity debaters to serve as presiding officers in the novice chambers during sessions 2 & 3. Only varsity debaters who have competed at three previous Varsity Level Congressional Debate tournaments are eligible to serve as a volunteer novice PO. POs cannot preside in both a novice session and a varsity session. Volunteer POs will be awarded the full amount of points granted by their judges and those points will apply to their varsity chamber totals. All schools with students entered in the novice workshop should offer at least one varsity PO. Please email the names of your varsity debaters who would like to serve as novice POs to Tim Waters at email@example.com by Friday, September 15 at 4:00 PM. The Oversight Committee will then distribute novice PO assignments prior to the tournament.
LEGISLATION: Legislation is posted on Edline and Joy of Tournaments. All 9 bills will be debated in the Varsity chambers.
Only bills 101, 105, 204, 206, 302, & 303 will be debated in the novice chambers.
ENTRY DEADLINE: Entries are due by 5:00 P.M. Friday, September 15.
You will need to enter your debaters on the Joy of Tournaments website. Make sure to indicate which students are participating in the novice portion of the tournament and which students are participating in the varsity portion. A student who has competed in an ICDA tournament prior to September 15 is not eligible for the novice workshop. A school may enter up to 45 debaters in the varsity portion of the tournament. There is no limit to the number of novice entries in the novice portion of the tournament.
Novice means NO CONGRESSIONAL DEBATE EXPERIENCE.
TOURNAMENT FEE: The entry fee is $9 per student. This is based on your original entry. Checks should be made payable to Rolling Meadows High School.
ICDA ANNUAL DUES: Schools must be members of ICDA in order to participate in all invitational ICDA tournaments, the TOC qualifying tournament in January, and the state tournament in February. The annual dues are $20.00 per team if paid on or before September 23. There is an invoice posted on the Edline homepage. Dues can be paid during registration at the Rolling Meadows tournament or by mailing payment to:

JUDGING: Each school is required to provide one judge for each session for every 10 entries. The number of entries includes all students from your school entered in the varsity and novice portions of the tournament. The number of judges you are responsible for is based on the original entry; drops will not be considered while scheduling judges.
TRAINING OPPORTUNITIES: ICDA rules require that all judges observe an ICDA session before they are eligible to score students at an ICDA tournament. We will offer a training session for new judges on Saturday from 8:15 AM – 10:30 AM. The training will consist of an hour of discussion and an hour of observing chambers.
LUNCH: A continental breakfast and lunch will be provided for coaches and judges. I will place a pizza order form on Joy of Tournaments. Pizza orders will need to be submitted by Friday, September 22 at 4:00 PM.
